 The
schools and school districts which are the primary focus of the Central
California ENLACE Project are among the smallest, poorest, and most
geographically isolated in all of California. The overwhelming majority of
the children who attend these rural schools are from low-income families
with seasonal agricultural employment backgrounds. As many as 50% of
the children are test-classified in California as "Limited English
Proficient," whose standardized achievement test scores fall in
the lowest quartile on national and statewide norms.
Small rural schools in this region are among California's poorest, with
very few resources with which to provide supplemental learning assistance
to children who lack basic skills mastery necessary to successfully pursue
college preparatory course sequences --- now beginning as early as grade 7
in California's math curriculum. Because of their small size and
relative isolation, these schools also lack access to many specially
funded programs, technology, library and other learning support
systems. As the population in need continues to grow at an
unprecedented rate, the instructional resources with which to respond are
steadily diminishing in these schools and communities.
The ENLACE project will develop and field test
innovative methods of staff development, instructional technologies,
distance learning, on-line tutorials, and other systems that are designed
to enhance the ability of small, rural schools to address numerous levels
of student needs and abilities, ranging from developmental remediation to
college-level AP (i.e., advanced Placement) courses.
